Our story

Our roots go back to 2008. After leaving the U.S. Army that year, co-founder Anthony Toreson began taking on software and data engineering clients across healthcare, oil and gas, and the Texas public sector—including the Texas Department of Public Safety and the Texas Department of Transportation. Those early engagements grew into a dedicated practice, and in 2012 we formally established 33 Solutions LLC.

We’ve since grown into a veteran-led team—pairing Anthony’s engineering leadership with Chief Information Officer Michael Meis’s cybersecurity and risk practice—built on one belief: the best outcomes come from the best people. Headquartered in Dulles, Virginia, we recruit and lead senior engineers and cybersecurity experts to serve federal agencies and the integrators who support them, delivering systems so well-built and documented that our clients can own them long after we’re gone.

Meet the team

Anthony Toreson

Co-Founder & CEO

Anthony Toreson is a Co-Founder and the CEO of 33 Solutions LLC, based in Dulles, Virginia. He began his career as a U.S. Army Military Intelligence systems integrator (33W/35T), leading some of the intelligence community’s most cutting-edge signals intelligence (SIGINT) missions in support of Operation Iraqi Freedom and on the Korean peninsula. In the 20+ years since, he has built a career as an engineering leader—architecting and delivering hundreds of modernization and transformation programs for government, financial services, and healthcare, with a focus on scalable, mission-critical software and data systems. He holds a Master of Computer Science (MCS) and an MBA from Rice University, and is CISSP-certified.

Michael Meis

Co-Founder & Chief Information Officer

Michael Meis is a Co-Founder and the Chief Information Officer of 33 Solutions LLC, leading the firm’s cybersecurity and risk practice. A U.S. Army veteran with 15+ years of experience building and scaling secure technology environments, he serves as Associate CISO & Head of AI Strategy at the University of Kansas Health System, and previously led global information security risk at H&R Block and cyber programs at USDA. He holds a Master of Business Administration (MBA) and a Master of Science in Cyber Security & Information Assurance from Western Governors University, along with the CISSP, CISM, CCSP, and PMP certifications.
